In the Convention Article 15 it says derogation is permissible "In time of war or other public emergency threatening the life of the nation any High Contracting Party may take measures derogating from the obligations under this Convention to the extent strictly required by the exigencies of the situation..." I'm not sure that a signatory would be able to justify a derogation in this case. ( Link)

Some 30-40% of any given prison population will have a reading age lower than 10, though this is improving with peer mentoring schemes. It's basically an immature, semi-literate population, and is commensurately rightwing (this doesn't explain Phillips herself, of course).

You have written supporting the rapist or murderer on the basis of individual “freedom” from the Nation. This is why I suggest that freedom and democracy are not theoretical things but culturally and communally based phenomena of which laws are only a partial expression. You are attacking a real thing , the integrity of the national laws and its underpinning or moral rights , with a piece of theoretical Liberal posturing about criminals .
If its as obvious as the fact a Duck is not “ The Bulgarian Navy in operations somewhere “ as you hilariously remark , then we agree .
You say “What scares me about the idea that we can just exclude those who attack the very framework etc is who gets to define those who are attacking the very framework.”We have evolved over the last thousand years a complex and constantly modified solution to the problem . It is called the Law and your concerns would apply equally if not more to incarcerating someone in the first place .

Super wheeze this votes for crims idea . The paedophiles can support a lower age of consent and terrorists lobby for bomb construction to be part of the National Curriculum. I hope to see the day under PR when a new Party emerges pressing for prisoners not to be in prison any more . With any luck they will hold the balance of power and direct our Navy back into the Piracy . Come to think of it fraudsters will fit in nicely either as MEPs or quango-crats.

Hang on, hang on, there is something fishy here .The left are hugging themselves with glee that, courtesy of Brussels fat cats, their fans in Prison will be able to vote for lighter sentencing and beds of the softest down. Cameron is nabbing my child benefit to throw at the increased EU contribution, ( hmmm could we pay that out of increased International aid ?). British soldiers will be taking order from the fromage eating surrender monkeys, and that’s without even knowing the French for “Hide until its all over.”

Fire Brigade Rip Off Still On

Private Sector 15% unionised ,Public Sector 66%. Public Sector average earning (2009) £539 , private sector £465 and even then the Public Sector take was rising at 3.15% to a private sector`s 1%.
Union members are more likely to be owner occupiers and , as we know cannot be fired. Nice life .Firemen are on £33,000 basic up to £50,000 with the bits and overtime , and we know how that works . They work two nine hour day shifts and t6wo 15 hour night shifts followed by four days off .1780 of them hold second jobs and above half commute. They get a London weighting of £5021, depite this and can retire at 50 on full penions with thirty years service .
Last year out of a work force of 5600 in London only 15 quit and there were 26 applicants for each post. Fancy
The risks they run are statistically far lower than those taken by any construction worker and not remotely comparable wit the ordinary soldier who gets sod all.
Worse than all this is the fact they are making fires worse . This year Tony Mc Guirk (Chief Fire Officer Merseyside) , said " We`ve got some bone idle people in the public sector ". The TUC went nuts but the fact is this man started with 2140 fires and 15 deaths in his area and last year had 1300 and 7 respectively
In the meantime they had reduced the numbers from 1400 to 850.
We have to do more with less , everyone else has to, but so long as the Unions stand in the way we are all going to be ripped off and badly served .
Who is going to have the guts to take on the big vested interests , Unite , GMB. They have just bought their puppet Red Ed but thus far Posh Dave is bravely running away.

Halloween In Lewes

When I can to Lewes four years ago I was told to avoid getting into any whicker statuery, they are a bit nuts. Last night with the streets of Nevill shrieking with mini witches and warlocks, and some ace displays as well( respek), I did wonder what all these pagan hobgoblin-esque shenanigans meant.
Look at the bonfire, I know the history a bit , but the impression is of pandemonium, more Samhuin than Protestant. Last night my neighbour said " Aha...this is old school Lewes tonight... " What does it mean?
The area has been a bit witchy but it is also conspicuously Christian as well as almost religiously rational . Its a fascinating paradox .
So what is it with Lewes , the battle between Dionysian and Apollonian principles? Order and mayhem, reason and animal , Kirk and Spock, Holmes and Watson. Mind and body, Don Quixote and Sancho Panza ?
Is Lewes a uniquely theatrical exploration of the soul ?
Or are Lewesians just a bit nuts ?
